Support growing among premiers to ship oil east

Nova Scotia Premier Darrell Dexter says shipping Alberta oil to Eastern Canada could boost Atlantic Canada's energy infrastructure.

He made the comment Thursday after premiers of Alberta and Quebec announced they will set up their own working group to study closer energy ties between the two provinces.

Alberta and Quebec met separately Thursday night, before the formal Council of the Federation dinner, and came up with their own plan to work together on energy projects.

The two-day Council of the Federation International Economic Forum wraps up Friday at the Halifax World Trade and Convention Centre, where the leaders are discussing global economic and trade issues.

Other premiers have mused about the benefits of moving Alberta's oil from Western Canada to the East, instead of shipping it along proposed pipelines south to refineries in the United States or further west to a terminal on the British Columbia coast.

Manitoba's Greg Selinger described it as good for the East and the West. Dexter said an obvious destination for any pipeline would be the refinery in Saint John, N.B., but he added the entire region would benefit economically.

Alberta faces tension from B.C., where Premier Christy Clark is demanding a greater share of the revenues before the planned Northern Gateway pipeline gets the green light.

Bank of Canada governor Mark Carney will speak to premiers and territorial leaders later on Friday.

Mark Carney is expected to provide the bank's outlook for the global and Canadian economies and inflation in Canada.

The premiers decided in the summer to hold this special meeting on the state of the economy, and they issued an invitation to Prime Minister Stephen Harper to join them.

Harper decided to remain in Ottawa.
